Title: BUG: Plug-in Manager scroll doesn't scroll to last item

The Plug-in Manager's scroll list doesn't quite scroll down far enough to show the last item (Service Plug-ins) clearly.  If you select Service Plug-ins, and expand the list, it grows, but then its last sub-item doesn't show fully either.

Works Fine For Me in 12.0.129

Maybe it's the skin?

Occurs in 4 skins I tested.    To test, be sure you expand multiple sections and then scroll down to the last item.  It looks like this:

I'm using version 130, you have 129.  Perhaps that explains your not seeing it if the above fails to reproduce.

I Just Upgraded MC to 12.0.133

I don't believe I have access to versions beyond 12.0.130, so can't test beyond my version.

The issue is repeatable 100% for me.  I wonder why it appeared for you one time, but not the next.  I'll certainly retest once I have access to a new version.

It's sporadic, but if I open "Interface", it'll always happen.

Anyway, it should be fixed next build. (but please test it -- scrollbar skinning is a tricky thing)

This seems to be resolved.
