Title: Wavpack decoder Plugin v2.3.0

I've posted version 2.3.0 of the Wavpack decoder plugin.

The only change is a fix to the Footer writing function, which was incorrectly adding 4 bytes and causing incompatibilities.

This also corrected the 'no tags' problem I had reported.
