Title: flac plugin install issues

Intermittantly the flac plugin has given people difficulty refusing to install.
I recently experienced this again after a long time of not seeing it, and noticed something:
In_FLAC-V2.4.0 - refused to install
In_FLAC-V2.3.0 - refused to install
In_FLAC-V2.1.3 - refused to install
In_FLAC-V2.0.2 - does install immediately

After installing In_FLAC-V2.0.2 I attempted to update to the newer versions and still no sucess.

Is there something different in the install process?
Perhaps the later versions need access to something additional?

Images.  Image handling was added in 2.1.0.  Maybe some other (seemingly minor) changes had an effect too.
