Title: Restoring Media Center 12 license once uses up 2 of 10 annual restores available

I recently upgraded my hard drive requiring me to restoring my Media Center 12 license.
For some reason, the confirmation e-mail showed that I had used 2 of 10 annual restores available instead of just one.
This has also happen to me after past clean installs. Does anyone have any idea why?
