Title: Receive signin.jpg download periodically

I just installed version 13 on vista ultimate.  Usually when the system boots and media center initializes I continue to receive a download request for signin.jpg that is associated with media center.  Any Ideas about why and how to stop it?

I don't think that's MC doing it.  Any third party plug-ins?
