Title: Bug report: Resizing Options pane doesn’t work.

Just playing around with MC13 a few days. The options pane shows the regular windows sizing arrows but they do nothing. On my 1024 x 600 8.9’’ mini laptop screen part of the window gets off the screen, making the buttons at the bottom out of reach. The buttons are hidden under the Windows bar.

There's a fairly large minimum size, due to a few large pages like "Handheld".  We'll look at reducing the minimum size.
