Title: Can't reset TV settings

I haven't been able to reset the TV settings and rescan channels. Nothing happens when I select the reset TV settings under options.
The scan channells function just sits and does nothing.

Is there a way to initialise the TV settings under the hood so to speak?

Reset is currently not available.  I am not sure if we really need it.

You can delete the following registry key to reset everything:
HKEY_CURRENT_USER\Software\JRiver\Media Center 13\TV Settings

However, that does not delete your existing channels.  TV channels are now saved in your library.  You should use Edit Channels tool (in Television view, click "Configure...", and choose "Edit Channel List...") to change them.
