Title: Can I install Directsound2 dll from Foobar?

I have a dll file that works under foobar.  It replaces Directsound with "Directsound2" and is reported to sound markedly better.

Is there some way to install that in MC13?

No.

If you are looking for bit-perfect output, try ASIO or WASAPI.  They're the best choices and both built into Media Center.
