Title: MC 12 and MC 13 Install hangs on MTP Hotfix

I have downloaded this fix directly from MSFT and it installed correctly but MC will not install or upgrade.  I am trying to upgrade from MC 11 because MC 11 for some reason now no longer sees or knows what to do with FLAC files.  Help!!
