I'm in the same boat.  Just saw your post after posting my own.  I too am upgrading from MC12 so it is not an isolated issue.  Have tried on two separate PCs one running Vista and the other XP both with the same result.

I ran across the thread that you posted addressing this prob and the .171 upgrade fixed the license problem
