Hello - quick bug report:
I have a largish FLAC collection on a Read-only drive on my network. When allowing MC to index the files it create hundreds of temporary files in C:\documents and settings\...\local settings\temp
The files are named flac0-flac3000.
MC never seems to delete these files. (My harddrive always fills up before MC has finished, forcing me to delete them myself.)

I'm not 100% sure, but it sounds like temp files is made because MC can't write to the media on your disk. It might save the changes to files in hope that it can access the files on the disk later on. Try to either set your HD to write enable (will only update played tags etc), or go through your library fields and deselect the "Store tag data in tags when possible" for everything. This option is found under Options -> Library & Folder -> Manage Library Fields.
Instead of disabling write on my disk, I would go for not allowing deletion of content. Only write and read. But that's just me..

The music on the share on my NAS is read-only by design.
Much as I like the MC interface, I'm not going to open it up to writing by MC. MC attempts to make changes to the music files on my NAS drive even if I turn off the many options that fiddle with tags etc... (Verified by reading the MC logs, and watching file-change logs on my server.)
In any case, MC shouldn't keep writing temporary files to the C: drive until windows grinds to a halt. Also, it should really tidy up after itself.
A bit more house-keeping from MC in this circumstance would be lovely. Naturally, I like MC so I will continue to use it dispite this.

What MC build are you using?

v13.0.172 and v14.0.61
The files appear when I rebuild my library from scratch
I speculate it is related to thumbnail building or getting artwork because the files appear late in the process, (but I can't be sure of this.) My flac files are a mix of embedded and folder.jpg album art.

It's trying to get artwork. If you turn off the updating tags option it should stop. It will be fixed in the next build.
