Title: How to move playlists from 14 to 15

What is the best way to move playlists from version 14 to 15, both installed on the same laptop?

Make a library backup with v14 and restore it with v15.

You can also restore user settings with v15.

Just to make it easy for those who might not know:

When you go through the process of restoring a library, the dialog box asks whether you also wish to restore settings.  There is no separate command for specifically restoring settings (At least I don't think there is).
