Is there a way to upload content to a MC15 Server form a client on a PC across the network?
For quite some time, I have maintained a local library on my laptop.. but now I need to bring the two into sync....
Being able to PUSH media to the server would be nice! Especially since my server is headless.....

It's not been done due to bandwidth reasons.
I'd have to believe that most of us using the LS function are running on lower bandwidth connections such as over the internet as I do several hours per day.
Also, a google search on "upload file to UPNP server" doesn't return any results that would lead me to believe that it's available in the UPNP standard.
It has to exist in the framework before J River could implement such a thing.
If you're on a LAN network connection, then you could opt to share one library between multiple copies of MC on different computers, such as I do on my home network. This allows you to do importing and tagging from any computer.

Correct, but it doesn't automatically add the data with the appropriate tagging to the master Library server....

It sure does, since there's only one set of library files.
It's the same no matter which computer you do the import and tagging at.
The media files must appear the same to every computer and the library location must appear the same to every computer. This is done via shared folders on the one computer that actually contains the files on it's physical disks.
In my case there are two shared folders on what would be considered the server:
\\server\mclibrary (the only set of MC library files on the entire network reside here)
\\server\music (mp3, flac, etc. files here)
