Title: Can Media Center Play & Record Live TV?

I'm in the UK and have bought a USB 2.0 Dual DVBT TV Stick/Dongle for watching and recording live digital TV. It works, problem is the software you get with it is pants. I've tried MediaPortal as an alternative but there are lots of bugs and too much messing about for me. I want something that works and works well.

Is Media Center equipped for this, if not any other suggestions?

DVB-T devices work well in MC.

Yes, you can watch live TV, record it, and time-shift it.

The easiest thing to do is to try it.  In Standard view, go to "Drives & Devices" > Television.  Click "TV Options...: button and choose "Scan for channels...".
