I was successful installing MC16 on a portable drive at my work PC. I took it home and decided to put it on a different drive, but I lost the registration key. This morning I used the email way to key the key, but MC16 wouldn't accept it. I thought of trying to re-install but I got an error saying I couldn't do a portable install without a valid registration key on the computer. The only thing I can think of is re-installing on my main HD then installing the key, then trying a portable install after that.
Is there another option?

Make sure your license is for MC16. Use IE to do a restore of the license on your PC, before you attempt to do a portable install. See the Purchase link above for more information.

I re-installed MC16 on my computer and it accepted the license. But every since I've tried the Portable install I'm getting a error message of "Interface plugin 'mc_jumbar' could not be found or created.
I've also noticed another problem, don't know if it's related, but since I did the re-install I've lost the skins I have downloaded. I go to download them again, but when I run them nothing happens. And when I use the browse inside of MC Skin manager there are 3 options for file extensions: .mjs, .zip and .wsz. The skins I use all are.mjp, so MC won't show them. I use Chrome, but I've also tried to download and launch via IE.
any suggestions?

Portable installs do not support interface plugins, or installation of components from a browser.

I've re-installed MC on my PCs hd and I still get the message. I've removed the portable version. I thought about re-installing it again to see if that would fix it.

I've updated MC16 to the latest stable build and I still get the "Interface plug-in MC-Jumpbar could not be found or located. Is doing an uninstall-re-install the only way to fix this?

You could use Tools > Plug-in Manager to remove the plugin.

Do I need the plug-in for anything?

Since it's missing, just uninstall it.
You can always reinstall it later once you're squared away.

For reference MC_Jumpbar is the "Windows 7 Taskbar Plugin"
