I'm a longtime user of Media Center, up to version 12. Then I drifted away. Frustration over the current state of tools brings me back!
So, can I get a small memory jog?
1. I have a collection of audio files in a flat folder, pretty well tagged with Artist/Album/Title.
2. I want to RENAME and MOVE these files into a hierarchical folder structure
3. I have defined "folder rule" and "filename rule" in Options
So, How do I actually initiate the action??

(once I get this task done, I can't wait to poke around to see what's been happening on the Android front - Syncing and Streaming)

Use Tools > Library Tools > Rename, Move & Copy Files...
Select your files, choose the menu item above, select Rename from the pull-down, and define the rules you want for Directories and Filename. You can use expressions and db fields here to define the file location based on your existing tags.

Yes! I was >>>this<<< close to figuring it out! How could I miss that option under Library Tools?

Minor inconsistency:
As I was looking up the wording of the dialog for my response, I notice a slight inconsistency.
Directories is plural, Filename is singular. Certainly they should be using the same grammatical quantity.
