I reported this back for build 46 - PAL videos played back with RO STD are displayed with an incorrect aspect ratio (4:3 showing for widescreen videos). This is happening with both recorded TV (jtv) and other video formats.
It is still happening with build 50.

Is there any way you could provide a sample file? We haven't been able to reproduce this.

The sample you provided is playing correctly for me.
Is it possible you have non-square pixels? What's your desktop resolution and what's the aspect ratio of your display?
You can correct for this in Options > Video > Advanced.

That explanation wouldn't make sense as the picture is fine when using RO HQ, but not when using RO STD.

It looks like it's a problem with LAV Video + EVR. It's fine with ffdshow video + EVR or LAV Video + madVR.

I apologize for saying it looks like an LAV Video thing. It's actually a Microsoft decoder problem.
LAV Video works fine, which might be an argument to switching to LAV Video for MPEG-2 television. Currently Red October Standard prefers the Microsoft decoder for television.
I'm speaking with nevcairiel about it.

This will be changed in a coming build, but it might not be available for a week or so.
You can probably work around the problem until then by using Custom video mode.
Add a rule to use LAV Video decoder for jtv.
