Is there a setting to ignore the star-ratings of tracks when auto-importing into the library?

Add an Auto-Import auto-tagging rule, that sets the Rating field to empty.  This is done in Tools > Import... > Configure Auto-Import, on a per-import folder basis.

... but that requires MC 17.
