Disappearance of Thumbnails in JR Media Center

Please view the video and advise.  

The Thumbnail exists, and contains a picture, it is certainly accessible to the client pc from the same map drive path.  

but it doesn't show up in the JR Media Server Client.

It seems one must press rebuild on the server in order to fix it, which is unacceptable.

Fails to View Thumbnail.

I would like to upgrade to 17 if such problems as this have been solved.
