Can MC16 view multiple libraries? I would like to separate my music into 2 separate libraries one
standard definition and one high definition

This question is asked periodically. You can have one library open at a time. You can enable Multiple Instances in Options and have two open this way; some have had good results.
The better method is to use the power of MC's view system to show you the files you want to see, and maintain a single library. This is really trivial, and will allow you better coordination and consistency, less view building, etc.

If you primary goal is to be able to distinguish versions of tracks (HD vs. SD), you can do this in any number of ways, including Stacks, path location, tags, etc.
Can you describe how are you currently storing your HD and SD tracks?
