For reasons I won't bore people with I maintain a separate library of wholely 16bitdepth versions of my main library, which is made up of mostly 16bit flac files but with an increasing number of Hi Res 24 bit 9600 Khz files. I don't want to convert from FLAC to anything else, just the bit rate and depth.
MR17 or maybe even an earlier version introduced support for portables with file conversion thrown in. Very neatly it support conversion of unsupported formats and high bit rates. Except the conversion of the high bit rates doesn't seem to work. If working it would allow the upload to the 16 bit library of 16bit flac files without conversion, but convert 24bit and 9600, 88, 176 or even 192 to 44kHz.
My tests show
Conversion to MP3 works fine, but the max sample rate is 320, hardly even CD quality.
Conversion to wav converts the bit depth, but not the bit rate.
Conversion to APR and OGG converts the format but not bit rate or depth.
Anyone else experenced this or can offer any advise?

Could you help me understand your goal?
Are you trying to make a 16bit FLAC file a 24bit FLAC file when you put it on a device? Or something else?

I'm trying to convert from 24bit 96khz ( or 176, 88 192) to 16 bit .
Why? I run a Sonos network, which will of course only handle 16bit 44khz files. For ease of listening the family will use Sonos, when I'm in serious listen mood I'll play the hi res files directly from MC into a DAC.
I can't point the Sonos at my normal mixed library because of the higher bit rate files and i prefer to keep the FLAC only because of loyalty to flac.
As I said I'm sure MC simply isn't converting, and its easy to prove. Simply define a directory as a portable device sync a couple of hi res files keeping the FLAC format but reducing bit rate and depth, then import he new files.
I recognise not many folk will be doing what I am , but if the facility is there, it would be great if it worked.
I'm fairly sure the convert library function will have the same issue.

Unfortunately the 'Output Format' settings of the DSP panel are not currently supported when syncing to a handheld.
Only 'regular' DSP effects like volume leveling, EQ, etc. are supported.
I realize the user interface isn't too clear about this, and hopefully the limitation will be removed in the future.
Until then, you could make MP3 files for the Sonos.

I've a library with lots of high resolution flac files (HDTracks etc.) and would like to play them on my HiFiMAN 801 media player with the best possible quality (e.g 24/96 flac). This requires a sample rate converter.
I would really appreciate if this feature could become available soon.
