Title: Prevent plasma screen burn-in

I saw that media center 18 can fade out text in theater view to prevent plasma screen burn-in.

I have mc18 installed, but how do I access this feature

It's not added yet. What you saw was a road map for MC18. Not features that's included today. Matt have said it will be included some day, but not exactly when.
