I just installed windows 8 pro upgrade over windows 7, now when i go to start up MC17 it tells me that it was installed under another OS and that I must now reinstall.
How do i do this, just reinstall MC17 under windows 8 and then direct it to my library file?

Just install the latest build of MC17 over the top of the existing build (like you would install any point upgrade).

Does MC have full access to all the New! Improved? Windows 8 audio goodness? I've seen rave reviews from the pre-release crowd about major upgrades to WASAPI and DirectSound, now rumoured to be jitter free and ultra low latency - better than Android, and (dare I say it?) on a par or better than Apple iOS.
I've also seen hints that ASIO is now dead (which may be an issue with older DACs and such, and that DirectSound is almost as good as WASAPI now with much improved anti-aliasing and such ...
Also, would support for these new W8 features extend back to MC17 and other prior versions? I'm strictly audio, so I haven't seen the need to upgrade to MC18 - yet.
And also also ... do we need to purchase the W8 standard or pro? Media center addon? Or is that just a front end player? Not seeing a lot about that from the boyz in Bellevue ... if it's just a front end like the old XP MCE editions, I can pass as I'm firmly in the MC camp now.

MC will work just fine without the Media Center addon (but you can get it for free if you get a Pro version right now)
If you want Pro or Standard is your choice more or less. Considering a Pro upgrade is rather cheap until january '13, i would just go with that.
Regarding the audio improvements, considering they are all in the OS itself, MC should benefit from them automatically. Not sure what the official stance for ASIO is, but WASAPI exclusive mode should be fine.

Is there any Win8 Audio / Video improvements in Win 8 (we got a bunch in Vista / Win7 with the likes of WASAPI but I've yet to see any writeups on such changes in Win8)??

Don't you have been able to reproduce the problem with windows explorer jumplists when MC shell extension is active?

Not that I've been able to find. I think they had their hands full with Metro.
However, the core kernel performance is better in certain cases in Windows 8 which is good for everything.

There are some general system improvements that help every use-case of course, but other then that most things that would have an effect on MC18 are related to video.
Another nice feature is native explorer support for ISO files, mounting them as drives without any third party software.
