Basicly, JRiver have to contact Spotify and ask if it's ok to produce a plugin for their service. It's free to create services for 3'rd party users, but not for companies that profit from their apps.
I think JRiver have tried to contact them before, without success. I hope they will try again.

An API with documentation has been released since JRiver last attempt to contact Spotify.

I don't tihnk that counts for a plugin or addon, only if the service is integrated into a commercial application.

Yes, that is only an archive of the previous conversations.
And, yes. I believe that JRiver could develop this as a plugin, but not ship with MC. It could be so simple as turning on an option, and it would download and install.
