Title: Skip playback of tracks based on rules (not using View) ?

I understand how to use rules to filter what appears in Views.

Once tracks are queued to "Playing Now", does MC18 include any method to skip playback of tracks based on rules?

I don't think so...

Playing Now is the (capital-L) List That Will Play.

If you want something to not play, you need to prevent it from ever being added to the Playing Now list in the first place.  The easiest thing would be to use filters on a View or a Smartlist.
