What does that even do?

Sort the tracks in playing now anyway you want, then Update Order changes the Sequence number so they can be play in the sorted order.
This is necessary when, for example, you use Explorer to add tracks. They are often not in track # order, so you can reorder them.

Doesn't it dynamically update sequence order now?

Ahh, I see. Is this only when you add them from Explorer for some reason? Because with a "normal" Playing now, I can click and drag them and Sequence updates immediately.

Click-n-Drag is an Update Order operation, so that works. Sorting by column does not.
Out-of-desired-sequence can happen for any number of reasons. Perhaps you start playback of a bunch of albums, and the order of the albums is not in album's date order. Sort by Date/Disc/Track and then update order solves this.
