I'm trying to get to grips with the volume modes and I can't get it to work right.
I don't want to have MC volume set at a level different from that of Windows because when switching to another program I don't want to get a nasty surprise. So I guess System Volume is what I want - but in this mode MC seems to reset the volume to 100% each time I stop play and start a new track. Is it meant to do that? I want to the volume to stick where I've put it!
If I use Internal Volume, the volume I get from MC is too quiet unless I turn the system volume up to 100%, again this is not what I want as I don't want Windows at 100%. And MC seems to reset Windows violume to 100% as above anyway each time a new track is started, even though its itnernal volume slider this time sticks where I've put it.
What am I doing wrong?

There are a couple of options that could be changing this, but from your description I'm guessing that under:
Tools > Options > Audio > Output mode settings
You have "Maximize device volume during playback" enabled.
