Hi. I already know how to specify which FILE TYPES a generic Handheld will support, but I do not know how to specify which SAMPLE RATES a generic Handheld will support.
Any info greatly appreciated...

If you enable conversion, you can also optionally use DSP Studio which allows setting an output sample rate for each input sample rate.

but does that mean there are multiple "instances" of DSP Studio? ie: the default instance is for desktop playback, and another instance is specifically for syncing to a certain generic handheld folder?

Yes.
Each zone has an instance, burning has one, handhelds have one, etc.
