Title: always: Updating library to match external changes

When I right-click my music or images folders and select "Media Center" and then "Import", MC18 carries out that action fine but then it does:
"Updating library to match external changes."
Which involves checking all the files there.
If I immediately repeat that right-click Import (and it obviously finds nothing new to import) it checks them again and so on. Is this by design or have I any control over it?

Since MC has no idea yet what has happened externally, it has to minimally compare its internal notion of each file's modified time against that file's actual modified time.  If they are the same, nothing happens.  Otherwise, the file is re-read for tag or external updates.

The process of scanning the file attributes under a folder tree can be no faster than Windows will support.

I wish it could be contolled or the process spilt into two. Sometimes I would like import just looking for new media and not for changes in already imported media. Somekind of control would be nice.

You have control. Just import the folder or files you wish to import, it won't run an analysis for external changes on your entire library.

You are right, but that is a manual import. It doesn't run automatically in the background.
