You haven't said what files you're watching or how you're watching them.

Is it doing it for all files or just certain ones?  What else is your PC doing at the same time?

Your chip has HD 4600 on board which should handle madVR (Red October HQ) for most videos; however, some can be more taxing than others for a variety of reasons.   You may want to read this:  http://missingremote.com/review/intel-hd-4600-madvr-performance

You may also want to read this:  http://yabb.jriver.com/interact/index.php?topic=80253.0 and adjust to a less demanding scaling algorithm.
