Title: echo when playing 8kHz format wav files from voipo

I'm using voipo for my voip service.   They send wav files in 8kHz format to my email when I get a voice message.  I was initially getting a Something went wrong with playback error when playing message.   Now I'm getting echo after changing my dsp studio output to 44100KHZ for files less the 44100KHZ.  See attached screen shot and wav file to reproduce.  Foobar and other music players don't have any problem playing  this.  I'm using version 19.0.67
