Can somebody tell me what JRWEB.EXE is and how I could disable it if non essential?

I'd suggest you explain the problem you're having.

My question back to you is what is prompting you to disable JRWEB.EXE in the first place?

It's essential, and used to render parts of Media Center's UI.
AFAIK there is no way to disable it, and doing so would probably fundamentally break MC.
