as I said there is no meny to do that.
well I get this message when I try to UNinstall;

"the following module has failed to load: bla bla media center\JRDisc.dll
reported, failed to load JRTolls"

then an option to reinstall latest version................... :-X

When you say "meny", I guess you must mean "menu".

If JRtools doesn't load, lots of things won't work.

Are you running an antivirus program?

Oh yes there is something called 'defender' in 8.1 and as I said, it did work in my XP, but not in this new OS

The built in Windows Defender won't block MC enough to cause that.  Something else is going on.  It certainly seems like your MC installation is corrupted.  It won't run right if JRTools can't load.

Uninstall MC.  If you have both an old version of MC18 (or earlier) and MC19 installed, you may need to run MC19 first to make this work.  If that doesn't help, reinstall using the latest MC19 build, and then uninstall.
Reboot.  Don't skip this step because you are lazy.
Reinstall MC using the latest build from this board.

I uninstalled and rebooted and then reintall. oh my I got video, but there was an issue when I tested a DVD and got this message about jrtool malfunctioning and the program stopped working....
this was not true as I give it a go once more and all was well  ;)
