Yes, right click on single track > Library tools > Convert Format

I followed those instructions and it still wants to convert all my files... only 1 file is highlighted

actewally it seems i cant do anything but play 1 file, even when I try to rename 1 file it wants to rename every single file. I have absolutly no idea what is going on

Are you using a cue sheet?

You're selecting a Category of items, despite the fact that it looks like a single line.  There are 13 tracks there.

I can't explain why 521 tracks would be the target of conversion though, as I can't reproduce what you are experiencing.

Open the File list below by double clicking those little triangles surrounding 5 dots at the bottom of the view.
