In another post, glynor let everyone know that even the mighty Bill Gates has had problems upgrading to Win 8.1:

So much so, he gave up and rolled back to Win 7. This cracked me up .. ;D
Bill, Bill, Bill, why didn't you "Google" or in your case "Bing" it?
I found this piece of guidance invaluable when I was having similar issues:

In order to do a clean install, have a look at the commentary below the article that starts at about 15Nov2013, there's discussion around how to employ product keys. Ultimately a valid, paid for product key is needed to activate the install. I used a relevant key from here:
http://technet.microsoft.com/en-us/library/jj612867.aspx (http://technet.microsoft.com/en-us/library/jj612867.aspx)
as the temporary install key. Worked for me and the frustration of Bill Gates proportions was avoided.. ;)

Yeah Microsoft didn't officially intend you to install a clean 8.1, instead their "plan" is to install 8 and then upgrade to 8.1 via Windows Update.
I never liked such upgrades, so I always use these special keys together with a install ISO. Special key during install, proper Windows 8 key afterwards, and it activates fine. :)

That article was a joke. That blog on the New Yorker is like The Onion.
I've personally had a ton of issues installing Windows 8 and 8.1, however.

Thanks for setting things straight but there was much more joy in the delusion.
I had no biggies with a clean install of 8.1 using the method noted then activating with an 8 key. I work to a cutting edge philosophy and tend to lag the latest trends. Best to avoid the pain of being at the bleeding edge for stuff like Windows. I gain an advantage from others (let all that good karma flow) who work through these little tricks.

I am waiting for windows 28 before I upgrade.
