Title: Automatically switches all frame rates to 24fps?

I've got a JVC projector which can handle pretty muich any resolution thrown at it.
Whenever I select a DVD (50fps) JRiver (ROHQ) tries to play it at 24fps which results in frames dropped.
I then have to move the mouse up to the seek bar, and then move it away which results in the framerate being changed to the correct one and then everythings OK. Why can't it start it at the right fps?

Can't figure this on out so thanks in advance for your suggestions.

I can't comment on the default behavior, as I don't use it.
However, the madVR (ROHQ) switcher has some additional logic which the built in display mode switcher lacks, and I would suggest using it instead. (be careful not to have both enabled)

One of the huge advantages of madVR combined with Media Center's VideoClock feature, is that it can restore 25fps PAL film content to its original 24fps speed.
It does this by fixing the timing of the video rather than dropping frames.
 
 
Of course you might not want that if you aren't watching film content.

The internal display mode switcher just switches to whatever the FPS field in the database contains, which allows you to check if the value is correct and fix it if need be.

DVDs can sometimes be a bit tricky, as they can have different frame rates for trailers/ads and for the main movie. You can fix it manually in the FPS field if need be.

Note that not all PAL DVDs contain speed up audio, if they contain dubbed audio (and you listen to it), it might as well have been recorded properly.

Is the idea to enter every display combination the video card/TV supports, or just the 1080p23, 1080p24,1080p59, 1080p60 choices?
I.E. I have DVDs in my collection so do I want to enter 480i, 480p or will they just upscale if my MadVR settings are only set as above?

You should enter the modes you want your display to switch to. If you want madVR to upscale (which you really should want), then only enter 1080p modes.
