That must be a US illness, my speed is 100% as advertised. They don't allow it to ever go above, but it also never really dips below... :)
But I probably also only pay a fraction of what US ISPs charge, and get much better service, too!

It's certainly not just a US problem.
The issue here is infrastructure, we don't have fiber rolled out everywhere yet, so many areas only have DSL as an option, which can be slow and somewhat unreliable.
They advertise connection speeds as "Up to __Mb/s" rather than a specific speed.
My connection used to be an "Up to 20Mb/s" connection, but I see that they now advertise it as "Up to 16Mb/s" - which is a lot more in line with reality.
On speedtest.net my connection measures just shy of 15Mb/s down.
I know people with the same ISP in other parts of the country who get about 10Mb/s, though one does actually get the full 20Mb/s download speeds as originally advertised - I think he's in an area where fiber has been put in now though.
It's a far cry from the old 100Mb/s line I used to have (which was actually 100Mb/s) but DSL is the only option here.
At least I don't have bandwidth caps I suppose... :-\

DSL is generally the better and more reliable choice here.
If you get cable, you may more commonly experience bandwidth drops during peak hours, but with DSL thats never a problem on decent ISPs.
Actual fiber to the home is pretty rare still, but its growing.
Oh, and we actually get a choice in ISP, too!

I got it (to be precised it's FTTLA 4 me). Yes that's the "Lagrange point" where the user should get a serious look at what he is paying for (40/60 euros per month). It's a funny strategy in France from ISP : the more Upload speed U want the more U pay even if technically it's more than ever symmetrical technology. Bad habit from the DSL/VDSL age.
I am not able to translate the whole page but it's full of clever advices for Fiber to Home testing.

I'm on cable. My speed (180/18, just upgraded free of charge from 150/15 :P) is always exactly as advertised. I very rarely (like once every few years) have downtime. Planned work is always done at night, if possible. No complaints at all from me.
ADSL was a disaster. I'm only 160 meters away from that distribution point in our block according to measurements, I can actually walk to it and it would be 30 meters. Never did I get what I paid for, on peak hours it would drop below 50% and I had regular outages (couple of times a year with some lasting several days). Then everything was supposed to change when all the cabling was replaced. Didn't change a thing.
Dial up with ISDN was good too. Always worked, always had max speed :).

I get an amazing download speed of 1.2 mbps. (That's about 0.15MBps)
Only costs 90 CAD a month plus the bundled phone service they force me to have.
Recently, my monthly limit was raised to 100GB a with a $3.50/GB additional usage fee.
A couple years ago, for the same price, my limit was 20GB a month with a $10.00/GB additional usage fee.
I have friends that pay similar prices for 500MB monthly limits with internet through satellite so I can't complain too much. Still, I do complain.

That upload should be barely fast enough to use your full download for TCP responses, really.
I prefer my 50/10 over your 100/1.5 any day.

I absolutely agree, Oz is so focused on Download speed wars.... :'( It kinda reminds me of the old 1200/75 vs 300 full duplex baud modems argument .. who would ever need more than 75 baud up!

Anyway Optical Fiber does improve sharing JRiver FLAC libraries A LOT on home-servers (from PC to PC not from 3G/4G).
I absolutely agree, Oz is so focused on Download speed wars...
Still, there is is some sense into it, I like "friends" that have good download speed too.

Edit : the above test is not really fair, as always with Speedtest connects to the closest server to be tested upon .. have fun and try with servers located in Rio de Janeiro ! (trans-ocean servers)

On fiber here. The down and up with my provider are quickly approaching parity (every year they get closer):
