just tried to install the latest update to MC and got this message; make sure C:\ProgramFiles(x86)\JRiver\MediaCenter19\x64\JRTools.dll is not in use. How do I tell if it is in use and where do I look for it

This usually means the Shell Extensions crashed, or MC is busy doing something in the background (perhaps updating tags or moving files).
Reboot.
