Yes, but you must install full version on the pc first.

You must install MC and license it first. Then, from that machine, you can do a portable install of MC on any drive.
There is no such thing as a portable install without having done an ordinary install.

Please start a new thread with a good description of what you're trying to do. There may be a better way.
Portable Install is not meant for this purpose.
