Under "Connected Media", "Featured Websites"
both Hulu and Netflix, although having been selected (check mark placed next to them like all the others) continually vanish whenever I restart my computer.
All others that have been selected/checked remain through re-starts except Netflix & Hulu.

Netflix and Hulu have been removed. They will probably return.

Well that seems odd since:
1) this has been happening for some time now (months actually, I believe going back to MC19 or very early MC20)
2) when I re-add them to the list by again checking them, THEY WORK FINE (even have me signed in from last time I used them inside MC)
-
1) they are there listed within Media Center's Connected Media selection choices among the featured selections available for activation by checking them after which they appear in the Tree as do the others (so obviously have not been removed as stated),
2) they work when accessed (so obviously are still a functional part of MC)
3) they disappear from the shown selection choices and need to be re-checked after each reboot to be included in the showing list in the Tree <--- the bug I am reporting

Are you by chance making these changes using a library client? If so you need to make them on the server or they won't stick (I had the same problem until I figured it out).

Nope, right on the same machine
and within the Standard View of Media Center, in the Tree under Video / Connected Media
