i can't make this work, i will be relentless with this until i get it sorted ;)
i have changed all my import settings to not import certain files (.cue, .log, etc...all the combinations thereof)
i have set the "ignore special files" to on/off
i have re-imported a whole bunch of test cases with import settings changed. i've removed files from the library and re-imported. i've imported new files from a drive that MC has never seen.
what happens? the .jpg files, the .cue files, .log files, etc. etc. NEVER move. no amount of setting anything changes this from happening, they simply NEVER move.
there has to be something i'm missing, or no one else is using this and hasn't noticed yet?

I'm inclined to say if you set .cue, .log etc to no import, JRiver won't import them.
You won't see them in the file view.
Hence they won't move. Works as intended.
Now if you want them to move, import them.
The will move with the audio.
An alternative is to make a view Files.
Set Image: Schema
Now you have a kind of Explorer showing all the files.
Using Move/etc will move them all
Beware of rules. If you e.g. make a rule like folder should be [album], *.NotAudio won't move unless you tag them with the right album name.

The new tool is supposed to move NON-Imported files
I've been importing all formats and tagging them to make sure they move. But this new tool is supposed to move them without the tagging, I.e. Don't have to import. Whether I import or not, the tool does not move them
I'm talking about the new checkbox "move all files in the folder"

You are talking about the rename/move/copy files wizard correct? You mention a lot about import, but not specifically about moving files. You probably are, but just want to make sure.
One thing that could be happening is files deleted from the library or ignored. They are already in library but it's "marked" not to show them. I think in these cases they won't move.
You can see these files by typing:
~d=a
in the search box.

I appreciate it guys, it's entirely my bad for not explaining.
I'm talking about the new checkbox (0.41) which "moves all non imported files in the folder".
edit: i made a new library with some test files (and not importing anything but .flac). the tool works! i had already tried this, but i messed up my import settings without knowing, and though the tool didn't work!
i tried making a smartlist with ~d=a and i can see all the offending files (.cue, .log, etc.). BUT i can't do anything with them...deleting from library doesn't allow the tool to move them. is there anything i can do, short of re-importing my whole library?
better question: if i go ahead and re-import my audio library, which i don't mind doing...will these files now go away if i use the right import settings? or will they still be part of the deleted files? i really don't want to start a brand new library and remake all the views, smartlists, etc.
thanks

aright...convoluted but it works! and i learned how the library works a little better
i cloned my main library and made a backup
made a smartlist in the cloned library with only ~d=a
set the auto import options the way i wanted them for the file structure, and to only import the files i wanted
deleted the entire smartlist (select all files and delete from library)
started the auto import manually
started the RMC tool with the checkbox for "move all files in the folder" checked
so far everything is exactly the way i was hoping. when it's done and i'm happy i'll rename the cloned library to my main library and everything is perfect
thanks JRiver for making this tool, i've been waiting patiently for so long!

If you delete the hidden files they should move with the tool.

Nope. Without re-importing everything they don't stay "deleted".
So far moved half the audio library with no issues
