FLAC 1.3.1 released - 27 Nov 2014

A new release after 18 months of improvements, triggered by a security issue.
Faster encoding and decoding, slightly better compression. Many small code and build improvements.

When do you implement the current FLAC 1.3.1 DE/Encoder in the actual MC?? 8)
DBpoweramp included it now.

Doh!!! I ctrl-F'd the build thread at the top of the page but it only went to 20.0.50. Thought I had been up-to-date on my builds before then.
