Title: OT - Legal/Copyright Question

Quesiton for anyone who knows the ins and outs of the music copyright laws, preferably as enforced in the UK, but any information would be welcome:

If someone were to purchase or download music that the provider is not authorised to distribute can they be prosecuted for having it or is it just the distributor that can be prosecuted.  I mean, is it like 'receiving / being in possession of stolen goods'?

But the crime rate around better be next to nothing for the police to waste there time on such a petty thing.
