MCC commands

Just out of curiosity, are MCC commands something I can put directly into the Windows command line, and expect JRiver to perform some action, or is there a JRiver command line out there somewhere that these commands go to?

AND another way of sending MCC commands is (MCWS) through a browser for ex :

play/pause toggle is : http://[IP or hostname]:52199/MCWS/v1/Control/MCC?Command=10000
