Can jriver media center 24 play midi files?
if so how?

Have you tried right mouse clicking on a midi file and select play with JRiver. Midi files can be associated with JRiver MC under tools>options>filetypes, check midi files to make jriver the default player.

Midi files are supported (definitely in Windows version, not sure about Mac or Linux).  Like swiv3d said, you can simply try playing one.

Tried all of those with no success
It will play all my avi, mp4, flac, wav, mp3 perfectly but not midi

Strange.  I have tried it myself a moment ago.  It worked for me.  We rely on Microsoft DirectShow filters to play MIDI. 

Tools > Options > File Types > Audio > MIDI Audio.  Make sure "Playback Method" is set to "Automatic".

I had no success getting MIDI to play in both Media Center and MPC-BE, on a (relatively) fresh install of Windows 10 ver. 1803.
However, installing CoolSoft MIDIMapper and setting the default MIDI device to Microsoft GS Wavetable Synth (or any other MIDI device) fixed the problem - though it plays out of Windows' default sound device, and not the output device configured in Media Center.

Run the MIDI Mapper Configurator (it should have been added to your start menu) and set the default MIDI Device to the "Microsoft GS Wavetable Synth".

That is true.  We have to rely on Microsoft (or another vendor's) MIDI output filter to output sound in this case.

Many people using Media Center have multiple sound devices connected to their computer.
Whatever sound device regular applications play audio to (e.g. your web browser watching YouTube) is the one that MIDI plays from.
That may not be the device that Media Center is configured to play music from, if you use multiple audio devices.
 
If you have the latest version of Windows 10 (the 1803 update) it is possible to set the default device per-application, which will specify the device that Media Center plays MIDI to (note how this is different from my default device).
