android wake locks/blocking android connections

I have had a issue with android phones on my network that have exessive wake locks. meaning the phone does not enter deep sleep. Many media servers cause this and the typical response is to shut down all media servers.

I do not want to do that with jriver, neither do I want to create a new subnet/SSID just for the phones, as I would like to use other things with this phone and my windows pcs. so this isn't an option.

is there a way in windows firewall to specifically block 2 android phones from getting jriver's  broadcast packets and I can keep jriver's media server for my windows clients?

what do I have to do to prevent the wake locks?

Maybe SSDP?  It runs on port 1900.
