Windows 10
When i first log in to windows i can check the services running and the jriver media server is shown as running but clients cannot see the generic dvla server.

In order for the clients to see the server i need to start media centre 27.exe.  After that the service is still shown as running exactly as before.

I want to get the dvla media server running without needing to start the media centre.

Also, ideally I would like to get generic dvla server running without logging in to windows.

I assume you mean DLNA Server.

Description for MC 28 which is what I use now on both Win11 (MC Server) and Win10 (MC clients):

1) Start Media Center 28.exe automatically after a reboot, and before login:
Windows Settings > Apps > Startup > Media Center 28 > On

2) I also use a MC setting for just the server:
Options > Startup > Windows Startup > Run on Windows startup > Media Server (...)
and
Windows Services > JRiver Media Center 28 Service > Startup Type: Automatic.

3) Reboot.
With both the Service and Process running, MC clients (using the server Access Key) can access the server library, even before you log into windows, as long as the server computer is not sleeping.  Works well for me.  It used to work with MC 27 and Win 10 all around as well.

Some process checks
After login, you can verify that the process is running by looking in:
Task Manager > Processes tab (sort by name) > Background Processes

Once you open the MC GUI, the process will appear under:
Task Manager > Processes tab (sort by name)  > Apps

You should also see it listed in:
 Task Manager > Startup tab > Media Center 28 > Status:  Enabled
