Just want to state I'm having the same issue from https://yabb.jriver.com/interact/index.php/topic,126498.msg877186.html#msg877186 .

If the file is on a NAS, using Send To > Media Editor just opens the editor without loading the file.
Also, attempting to open from the Editor itself won't show mounted drive letters dealing with the NAS.

This is due to the editor's manifest file forcing it to open as Admin which won't see NAS drives like the user level can.

Could you please set the Media Editor's manifest with 'asInvoker' instead of the current 'requireAdministrator'?
