Problem Converting Bitrates

I am trying to convert all of my files to a lower bitrate.  I have a mix of many bitrates in both MP3 and MP4.  I want to keep all of my original files and have a copy of them in MP3 96kbs.  Also some files are already converted so I want to skip them (ie not reconvert them) to save time.

When I select the option to "Skip conversions of same file type" it won't convert anything.  I think it really means "file type" and not bitrate.  So it won't convert a 320kbs MP3 to a 96kbs MP3.

How can I make copies of MP3 files with the destination files at a different  bitrate and skip files if the destination files that already exists in that same type and bitrate.

Why not just sort them by bit rate and only select them to convert?

Or Create a smartlist for anything that is higher then 96
