I am making a study CD for the childrens choir at our church which includes music from several sources, including old cassett tapes.  As you can imagine, the sound quality is quite variable and I cannot do much to help that.

I think, however, the variable volume across tracks can be addressed in Media Center.  I did an Audio Analyze and I can set Replay Gain in DSP during playback which seems to help (more noticeable on the louder songs).

Do the DSP settings apply when I go to BURN the CD?  Is there another way to normalize the VOLUME on these tracks??

You can apply any DSP settings including Replay Gain when burning standard audio CDs.

Options > CD Writer > Apply cross-fade and DSP effects to the CD

Should I select TRACK based or ALBUM based Mode??

Track based.

The album option is intended for listening to complete music albums that may contain both loud and quiet tracks. It keeps the volume differences inside each album original.
